What a research information system actually costs
Almost nobody in this category publishes prices. Some of it is public anyway — in procurement records. Here is what those documents show, what drives the number, and the dependency most budgets miss.
What universities actually paid
These are awarded contracts, published by the buying institution. Note the caveat that matters most: the notices state a total contract value but generally do not state the contract period, so a large figure may cover several years.

What vendors publish themselves
Three vendors publish pricing on the UK G-Cloud framework. This is the closest thing the category has to a rate card.

Two things stand out. First, the one-off costs are not a rounding error: on the Worktribe example, onboarding and setup together exceed the first year’s licence. Second, the recurring licence is only part of the picture — integrations and migration are usually charged per feed and per data type.
What actually drives the number
- How many researchers you have. Pure bands its pricing by active researcher headcount; Symplectic uses five tiers set by FTE and annual publication volume. This is the single largest factor, and it is why a small institution should never benchmark against a large one.
- Which modules you switch on. Grants administration, assessment and reporting, public portals and open-access workflows are typically separate lines, not included capability.
- How many systems it must talk to. HR, finance, the repository, the identity provider. Symplectic’s published card charges per data feed and per repository integration.
- How much legacy data you carry. Migration is commonly priced per data type per source, so a messy history costs more than a clean one.
- Where it runs. Cloud, on-premise or hybrid changes both the licence and who carries the operational burden.
- How much help you need. Published day rates sit in the £1,150 to £1,250 range, so implementation effort converts directly into budget.
The dependency most budgets miss
A research information system is only as good as the data it ingests — and some of that data is licensed separately from the system itself.
Elsevier’s own terms for Pure state that Scopus-extracted publication data is supplied at no additional charge provided the institution continues to maintain its Scopus subscription; if that subscription ends, a separate Pure Data Extraction Fee applies. Enabling Scopus import also requires a valid subscription and an institutional API token.
In other words, part of your RIMS running cost may sit in a different department’s budget line. Before comparing quotes, establish which sources each system depends on, and which of those you are already paying for.
This is also where open sources change the arithmetic. OpenAlex, Crossref and ORCID are openly available and require no subscription. Scopus and Web of Science do. If your institution does not subscribe to a commercial index, ask any vendor plainly what coverage looks like without one.

Questions we are asked
How much does a research information system cost?
There is no single answer, and almost no vendor publishes a list price. Public UK procurement records show awarded contracts between roughly £86,000 and £367,000 in total value, and published rate cards for core licences between about £33,000 and £68,000 per year, with Elsevier Pure quoting a range of £51,656 to £250,000 per instance per year. Price is driven mainly by researcher headcount and which modules you enable.
Why do vendors hide their pricing?
Pricing in this category is scoped per institution, so vendors quote rather than publish. Some do publish on public frameworks such as UK G-Cloud, which is why rate cards exist for Pure, Symplectic Elements and Worktribe but not for Converis or Esploro.
What costs are usually missing from the first quote?
Implementation and configuration, data migration priced per data type and source, integrations priced per feed, training, non-production environments, internal staff time, and the underlying data subscriptions such as Scopus that the system depends on.
Do we need a Scopus subscription as well?
For Pure, Elsevier states that Scopus-extracted data is supplied at no additional charge while the institution maintains its Scopus subscription, and that a separate data extraction fee applies if that subscription ends. OpenAlex, Crossref and ORCID are open and need no subscription. Ask any vendor which sources it depends on and which of them you already pay for.
